Le concept de ville résiliente se définit comme la capacité d'un système urbain à absorber une perturbation et à retrouver ses fonctions à la suite de cette perturbation. Mais au-delà des aspects technologiques, de construction résistance de matériau, la résilience est perspective intéressante pour questionner les services urbains, les relations entre gouvernants et citoyens et plus largement les ressources apportées par la ville. La participation des citoyens à la (re)construction de cette ville est alors primordial ainsi que développer un mode de Gouvernance Plus Horizontal, une implication plus importante de la société civile. Dans un contexte de repli sur soi, d'érection de murs et de privatisation de l'espace public, ces initiatives collectives et participatives contribue à la resubjectivation des habitants, au désenclavement social et affirment ainsi la nécessité de faire en commun et de créer des horizons alternatifs dans les brèches de la ville planifiée. În apropierea unor alegeri care se profilează ca o victorie a blocului liberal-conservator, spațiul politic european pare mai mult ca niciodată agitat de tensiuni noi, de aspirații originale și de mișcări sociale proteiforme. Cu o similitudine uimitoare, multe din țările europene trec printr-o criză a sistemului lor de reprezentativitate, din care vocile identitare și autoritare ies victorioase. În paralel, numeroase aspirații democratice se unesc în jurul dorinței cetățenilor pentru îmbunătățirea dreptății sociale și economice și pentru mai multă etică în viața politică. Cum se explică, în urma unei îndelungi stabilități progresiste a istoriei recente, acest succes al candidaturilor care îmbină conservatismul societal cu liberalismul economic? Discriminate, marginalizate sau asuprite, comunitățile LGBTI din toată Europa se confruntă cu un val de intoleranță, sprijinit, acceptat sau chiar promovat de autoritățile publice. Referendumul privind constituționalizarea căsătoriilor heterosexuale lansat recent de guvernul român, apariția actelor LGBTfobice întâlnite pe întregul continent, demonstrații împotriva căsătoriilor între oamenii de același sex sau represiunile evenimentelor gay mărturisesc această tendință mondială conservatoare și de identitate. Pentru a reflecta asupra acestei situații deosebit de îngrijorătoare, salutăm participarea mai multor actori europeni care se angajează în diferite moduri de apărare a drepturilor LGBT. Vor fi prezenți: David Kakhaberi, organizator al evenimentelor Horoom din Clubul Georgian Bassiani, Florin Buhuceanu de la Organizația Accept și organizatorii ClujPride. Prin lobby-ul politic, apărarea juridică, partidul sau mass-media, ce înseamnă să apărați aceste drepturi și să consolidați solidaritatea internațională?

Conceptul de oraș rezilient este definit ca abilitatea unui sistem urban de a absorbi o perturbare și de a-și recupera funcțiile ca rezultat al acestei perturbări. Dar dincolo de aspectele tehnologice, construirea rezistenței materiale, reziliența este o perspectivă interesantă pentru interogarea serviciilor urbane, a relațiilor dintre conducători și cetățeni și, în general, a resurselor aduse de oraș. Participarea cetățenilor la (re)construirea acestui oraș este esențială, precum și dezvoltarea unui mod de guvernare mai orizontală, o implicare mai mare a societății civile. În contextul retragerii, ridicării zidurilor și privatizării spațiului public, unii actori și inițiative participative contribuie la resubiectivarea locuitorilor, la deschiderea socială și astfel afirmă necesitatea de a face 'comun' și de a crea orizonturi alternative în breșele orașului planificat. Discriminated, marginalized or oppressed, LGBTI communities across Europe are experiencing a wave of intolerance, more or less supported, accepted or promoted by public authorities. The referendum for the constitutionalisation of heterosexual marriage recently launched by the Romanian government, the rise of acts LGBTphobic found on the whole continent, demonstration against same-sex marriage or the repressions of events openly gay testify to this global conservative and identity trend. To reflect on this particularly worrying situation we welcome several European actors who engage in different ways for the defense of LGBT rights. David Kakhaberi, organizer of the Horoom events of the Georgian Bassiani club, Florin Buhuceanu of the NGO Accept and organizers of ClujPride will be present at the event. Through political lobbying, legal defense, the party or the media, what means to defend these rights and strengthen international solidarity ?

The concept of a resilient city is defined as the ability of an urban system to absorb a disturbance and recover its functions as a result of this disturbance. But beyond the technological aspects, building material resistance, resilience is an interesting prospect for questioning urban services, relations between rulers and citizens and more broadly the resources brought by the city. With elections approaching as the victory of a liberal-conservative bloc, the European political space seems more than ever crossed by new tensions, original aspirations and protean social movements. In an astonishing similarity, the countries of Europe go through many a crisis of their system of representativity, whose authoritarian and authoritarian discourses emerge victorious. At the same time, many democratic aspirations are united behind a citizen's desire for greater social and economic justice and for a more ethical political life. The cultural field is formed both by public and independent institutions serving a public goal. Both of these types of operators can provide examples of situations in which one needs to struggle either to justify their reason of existence, or their financial needs. Meanwhile, the concept of auto-sustainability grants more and more ground. The crisis of representative democracy crosses Europe, bringing with it a deep questioning of intermediate bodies (political parties, unions or associations) but also of media. This crisis, illustrated by the high rates of abstention and the electoral successes of the authoritarian and authoritarian parties, does not mean a democratic decline, in fact, there is at the same time a deep democratic aspiration born by spontaneous initiatives through Europe with original or renewed ways of mobilization. The movement of Gilets Jaunes in France or waves of mobilization against corruption in Romania are examples. Chances of plurilingualism in Europe as a tool for practicing participative democracy (13 June). From the anthropological point of view humans evolved language as a mean for social communication, to tie social bonds, then by sharing feelings and thoughts they further developed it to formulate knowledge in a creative way. Plurilingualism has been a natural status of communities throughout most of history, as well as the adoption of certain languages as lingua franca or even the creation of hibrid languages for communicating across linguistic communities has been frequent. How did language become a tool for political dominance manipulated by nationalism and colonialism in modernity? What are the forms of surviving plurilinguism in Europe? What are the specificities of language practices in the context of Western and Eastern Europe? Elle répond au besoin croissant de développement de l’offre urbaine des loisirs partout en Europe. Le phénomène nocturne s’empare des territoires et oblige à reconsidérer les usages et pratiques. La nuit redéfinit leurs contours et augmente leur attractivité. Elle conjugue quotidien et saisons, repos et fête. Elle offre une expérience territoriale et singulière : la conjonction unique d’un lieu, d’un moment et d’une ambiance. L’intégration des différents usages nocturnes dans la planification urbaine apparait donc désormais comme vitale pour relever le défi du vivre-ensemble, de jour comme de nuit. France Chébran est une compilation musicale qui ressuscite le French boogie des années 80 et exhume des tubes injustement oubliés qui furent aux prémices du hip hop et du rap. "66 ans de désordre" est un livre somme qui ressort toute la quincaillerie de la scène musicale rock des années 1960 à nos jours à partir de l’exemple lyonnais. Il était trop tentant de faire dialoguer les deux projets. En préambule de la création Nuits sonores France Chébran, Alain Garlan, coordinateur de l’ouvrage "66 ans de désordre" anime une discussion sur cet esprit rock qui parcourt des décennies de création musicale, d’engagement social et de rebellion politique, à Lyon et ailleurs. Avec deux contributeurs de l’ouvrage : Marco DSL, pionnier de la scène hip-hop lyonnaise, Laure Porthé, journaliste à Radio Nova, observatrice de la scène électro et Fred Serendip de la compilation France Chébran.

Á l’été 2016, Emmanuel Ruben a entrepris une traversée de l’Europe à vélo, remontant le cours du Danube d’Odessa à Strasbourg. Sur la route du Danube est cette odyssée de 4000 km à travers les steppes ukrainiennes, les vestiges de la Roumanie de Ceauşescu, les nuits de bivouac sur les rives bulgares, les dé lés serbes des Portes de Fer, les frontières hongroises hérissées de barbelés... Ponctué de portraits d’hommes et de femmes croisés en route, ce récit est le tableau vivant d’une Europe périphérique et contemporaine. Pour European Lab Camp, Emmanuel Ruben propose une version musicale de ce périple, sorte de rhapsodie bohémienne à trois voix, celle de l’auteur, du harpiste François Pernel et du saxophoniste et percussionniste Toups Bebey.

The result is the liberalisation of the Brazilian economy, the criminalisation of racial, social and sexual minorities, mass deforestation, a cultural revolution, and attacks against democracy. Refusing to succumb to fatalism, the opposition continues to make its voice heard, to unite and to mobilise international support. L’imaginaire européen s’est bâti à partir de grands récits collectifs, visions originales de l’unité dans la diversité, premiers fondements d’une conscience commune. Le récit criminel et ses variations multiples (noir, détection, polar, etc.) a une histoire longue avec l’Europe. Né au XIXe siècle, il apparaît aujourd’hui comme une forme narrative dominante, disséminée sur l’ensemble du Continent. Les œuvres de Ken Bruen, de Petros Markaris, de Fred Vargas, les succès de Millenium ou de Broadchurch disent, parmi d’autres, le besoin d’ausculter les sociétés européennes et leurs traumas. The crisis of representative democracy is being felt in every country in Europe without exception. Abstention, anti-parliamentarianism, anti-elitism and authoritarianism are everywhere we look, the symptoms of an infectious sentiment that has spread throughout the continent. Faced with this alarming state of a airs, several European collectives are taking action to launch a democratic revival, to empower citizens and to rebuild a shared Europe. To shed more light on these contemporary trends, Laura Fernandez, coordinator of MediaLab Prado, will recount the experiences at the unique citizen laboratory she helped set up in Lavapiés, Madrid. She will be in conversation with Andrei Bulearca, a member of Funky Citizens, the Romanian collective that campaigns for a more transparent and participative system by educating young citizens and developing digital tools to monitor the actions of political representatives.
